Had the mission 'Graffiti' which was to lead me to UAE to defeat PatBenatar, however, double checking mission, target changed to Sideshow-Bob. Completed mission, went to turn it in and it changed back to PatBenatar, with mission being complete.

The mission will change the target if it spawns a target which you cannot attack (like a player being in fed prison or an abroad target for a mission that does not require you to travel).
When you accepted the mission, the trigger kicked in and changed your overseas target to someone who is inactive in Torn (Graffiti does not require you to travel).
Upon completing the mission, the page goes back to its original state and shows the target prior to the trigger. This is not considered a big issue at the moment since this happens after the mission has already been completed (dev confirmation here).
