Its very easy to win the lottery simply by buying enough tickets.
It's the daily dime. You can only buy a maximum of 300 tickets. If you don't refill with casino pass or job points but that's just stupid when it's a 6m win..

Casino tokens from job specials are a thing. Not saying this is what happened here but it makes winning the lottery easy.

Does seem some accounts have good randomizer seeds, others not so lucky. Much like slots or city finds, some accounts get blessed.
Side note, technically, what Torn calls lotteries are actually raffles -- every draw WILL return one and only one winner.
