Lowest damage weapon?

So, I found this pillow on the city map a while ago, and I just now realized that the damage is low. Like, REAL low. Briefly looking around, I haven't seen one, or any other weapon for that matter, with this low of damage, so I'm just curious, is this the "softest" pillow ( and weakest weapon) in the game? If not, I'd be curious to know!

So by that it is the lowest that The Pillow could be.

Have also got a 3.0. Curious now what the lowest quality is.

I have a 0.15% pillow, I believe one of the lowest in the game… still 3 damage
