What is the best way to reveal someone with high stealth other than just hoping to get lucky with a flash grenade?

You'd want to use tear gas. There are also weapons mods that will decrease opponents stealth. Also tyrosine that will drastically increase your dex. Basically anything that will increase your dex or decrease theirs.

One very questionable method is, if you know that they are repeatedly attacking you within a short time, ask a friend to initiate an attack on you but not actually do any damage. If the anonymous attacker attacks whilst there is someone else already attacking you, as an assist, both parties will be revealed. This has a very high chance of not working if the anonymous attacker decides to just not attack but it feels oh so good when it does work.
Other than that method, there isn't any other way to the best of my knowledge.
