It theoretically should, but an even bigger hamper to this plan is that you can only have three missions at any given time, including completed ones.
Pretty sure the bonus only applies to missions you've accepted after buying the block and the bonus becoming active
Also given that LOS is a passive block you can't have more than one active :) so buying more than that is only useful for flipping purposes

What the first guy said is correct you can only do 3 mission at a time, either completed, unfinished or not yet accepted missions.
