Its a booster but not a consumables. Consumables are cans, alcohols and candies only.
If all one-time use items are considered consumables, that would include FHCs which would means for the book "Self Control Is For Losers" (which unfortunately does not).

At your level you’re probably thinking of it’s use as a Plushie running tool.
It’s primary use is to cut down the flight time because people are either in a rush or hate flying.
I’ve used a few on rehab trips when I just can’t be arsed with flying for 4 hours, or to chase down RW targets overseas.

yes it will, 1 use and gone
Yes. But you have to click business flight on the travel agency when you go to fly. Just having it in your inventory doesn't automatically set the flight to BCT. If you don't click it, it will send you standard or airstrip if you have one.
Typically it used by people who only fly for rehab and have money, or for big mugs
