Is it still true that level is the only factor in how much xp you gain from attacking somebody? Asking because sometimes I get more respect from hitting lower level, but stronger, targets.

Yes level is the only thing that matters when gaining XP
Respect gains is a completely different thing.
Respect gains is a completely different thing.
Respect gain is based on fair fight...i.e. you get more respect by defeating somone with similar stats or stronger.
