I can steal chocolate all day long, but i cant pickpocket a homeless person even with a Cut Throat Razor? Am i terrible criminal or what?

Your amount of stealing is very low. Stop with the choco. Do a few hundred more jacket steals before you pickpocket.

Crimes which require more nerve are usually more difficult to succeed at when your Crime Experience is low. I would recommend you to read up this excellent crime guide to understand how the Crimes system works.
