Torn is full of varied personalities so even if someone is absolute scum they're likely backed up by some hefty stats. Except if you're a total nobody, you don't last long and you're just tossed aside like the meaningless nobody you are.

The vast majority of even bad personalities don't warrant a KOS. It's too much effort, and gives them too much credit.
The odd few that ever do score a proper KOS tend to go inactive.
Mostly, the closest to a stable KOS in Torn is blacklisting, personal "never trust" lists.
