Im just now coming into an issue where even if someone has been playing for a bit (ex. 10 days) i csnt fight or place a bounty as it says they are new? Earlier today i was able to attack them then a couple hours go by and i cant anymore.

once they are not green-leaf anymore you can attack them as well, like with anyone -
also, the leveling guide has inactive players who aren’t protected - it would be better to level off of them, than normal players enjoying the game

In my defense, i was mainly attacking people who asked
The grren leaf effect as others mentioned saves player from getting attacked or bounties on by players who are more than 14 days of age.
another green leaf can do that to you.
and the green leaf goes away once the player actively attacks people who are more than 14 days old by themselves. Unless they are on a wall while they are in a territory war with you.
