The award was released in August 2018. The award wasn't given retroactively, you need to use one after the award was released for it to be triggered. Your Stat Enhancer usage is from prior to the introduction of this award …

I've used a stat enhancer but didn't get the merit. Used it years ago.

You used it before the merit was introduced and since it’s not given retroactively you’ll have to use another SE to receive it.

The award was released in August 2018. The award wasn't given retroactively, you need to use one after the award was released for it to be triggered. Your Stat Enhancer usage is from prior to the introduction of this award and hence you don't have it.
