Forget what you read above.

1. The issue here is that the time on Torn is incorrect by 13 minutes, it has nothing to do with Torn time vs device time.
2. TornTools shows your device time with landing, not Torn time.

TornTools is your browser extention, that is not a Torn issue. Maybe it was lagging?

What you're using to play torn is a client. The server knows what time it is, and is the authority over the game. The server records the time according to itself for all game transactions; your client just displays the time, like many other things, as a convenience. A variety of factors can cause your client to fall out of sync with the server. As others have said, refreshing usually solves this.

Yeah its weird that no one here realises that the Landing Time showed by TornTools, is your local time and not server time...

But glad you came right.
