If you are not getting level up, it means you lack the experience to go up a level. Once you meet the threshold, you will get the level up screen. Level up become progressively difficult with each growing level.
You get level experience in Torn from almost everything. The biggest contributor to experience would be attacking and leaving other players. Mugging gives less experience and hospitalizing gives even less than that. You also gain exp from training at the gyms and crimes, as well as almost everything else, but these are your main ones.
