I suggest to introduce a library.
You can borrow comic books there.

Comic books take 7 days to read and can read the same one again after lets say one year.
They cost money to borrow.
Comics have the effects like books and other have the effects of RW weapon bonuses.

Make them as cash sink, like a basic price to rent one is as much as a week worth of Arsons income, or whatever economists decide.
Furthermore they can be in limited availability of each (50, 100, ...) and can make them as an auction house so those in high demand get rented to the highest bidder (above their basic cost).

Comics use the same icon as books and cannot be read along with a book, etc.

This has been suggested before. Maybe not identically, but essentially the same idea. A library to rent books that are easier to read but have weaker effects.

Ched's said in the past that he really only would want to add new books with original effects, not "lite" versions or anything repeatable.

or you can have it as long as you want but any time after a week say duke starts attacking you daily for late fees.

would be a nice idea but why not just buy the comic? and what effects would you have them give? comics irl dont give people skills just ideas...
