I'm currently posting this with TornTools enabled.

I am a,subscriber since December 2022 and have not received any books in that time period either in city or in missions? Something has to be going on here?
Every month the book chance increases and yet not one book received last 3 years?
Is there a way this can be checked?

No, the chances of that happening are small and subscriber does not increase the %.

Subscriber only gives you the chance to get a book on the 1st of every month (+ point raffle), and not getting a book for 5 months in a row is nothing special.
