Attack players you can beat and select the leave option.
I almost exclusively used targets from this, it really helped me out a lot starting out. My suggestion is only level to about 150k - 200k battle stats and exclusively use Xanax to train on these targets. This method helped me reach level 15 in 6 days~!

If you mean absolutely no things I would just travel alot, buy and sell plushies and your level will rise fastest with be being a complete outcast to torn and being "civil"

Use the link that sunia posted or Baldr’s basic advice and attack and leave the targets you can hit. Join a faction and they will provide you with Xanax and weapons to chain with.
Do your crimes, I know you said nothing illegal and I’m hoping you meant against game rules with that. Start off with searching for cash 50 times then sell copied media 50 times then start shoplifting jackets

Yes, you can play Torn 100% legal (make no crimes), have a drug-free life (unlocking the Sport Science Lab gym), and work in a Private Security Firm to arrest people and make cash.
