Why does this keep happening
This keeps happening because of the lack of helmet.
Poor communication, first thing people are told is they need a PI and the easiest way to do it is to get married. Most people will probably just say post in the forums or newspaper and without specifics noobs will just post in GD.

Uhm did you look at his faction? It's basically a freshly bought and sligthly improved 8ish K respect faction filled with just new players and no real perks whatsoever(So all their members will get rehab degradation fast if they try to seriously train there).
Unless the leaders are restarts willing to play on hardmode i'm not sure howmuch help they can provide.
They do seem decent at recruiting though so i'd consider hiring those leaders for that.
