Idk why I'm so confused with this question.
basically I just seen someone level 90 with not much higher game time than me
Its a diffrence in how many days old your account is and how much you have played. 100% there is no lvl 90 whit your gametime
Is there a list of speedruns to all levels somewhere?
This is such a boring question I can't even think of anything halfway silly to reply with...
Game time? You've barely played for 10hrs over 900days.

Inconclusive, since you can level hold. Someone might have thousands of hours and be level 1.

Everyone plays the game at their own pace. Don't sweat it.
Some people are very active right out the gate, some are very active in short bursts, some become more active later on in their Torn career, and some are just very casual.

Level isn't super impressive, you can spam attacks with a Proficience weapon to increase XP gains and there's an event in the calendar and book which also greatly increase your ability to rank up. So, getting to level 90 in 900 days is really quite average for a consistent player.
I would focus more on greatest achievements in shortest time as a question.. players like Ovoxo, Mitzurbenne, Chally, DeadMuffin, Aedstar who in a short space of time have gone leaps and bounds above what the expected output of a player would be.
