The very minimum requirement is that you attempt it.
Beyond that I'm not really sure what you're asking. Each crime has a general success rate based on certain factors (that's the green-yellow-red bar) and then your own crime experience and skill in the crime category influence your success.

I don't think there's a 100% success for any crime, but with higher CE chance of failing is j sig smaller( but never 0 ). Refer to the numerous crime guide that tell you which crime to do what lvl (atleast for crimes 1.0). At any point if you feel like you are failing a lot of the crimes at a certain nnb just do the crimes for the nnb below for wile more and you should b fine!
