I can imagine that it is quite frustrating for Faction leaders and Faction’s members when another faction member is late to their OCs. This is especially true about members who have taken the weekend off and had forgotten to fly back to Torn City.
This grants the faction leaders (and co-leaders) the ability to force an overseas offline faction member to fly back to Torn City (unless the faction member is in: an overseas hospital, jail, or in flight).
The cost of activating this is a 25 percent deduction of the respect that the overseas member would have gotten for completing their pending OC. This action does not affect the money that the faction receives for completing the OC, and it does not affect the respect that the other OC faction members receive.
