I always recommend unlocking the 3 passive perks from medical, education, and law starter jobs before moving onto a company. Not only is having those perks unlocked nice, but your job stats will be more appealing to a future employer.

The title of "best job" is highly subjective based off of your goals and current status in Torn. For example, if you want to do a lot of traveling for plushies/flowers, a Lingerie Store might be your best bet (the 3* company special gives +2 travel items to your capacity). Maybe you're all about training your stats to as high as you can get them, making a 10* Fitness Center better with its passive 3% bonus to gym gains. What if you're in a faction that focuses on ranked wars? You might need more energy and decide to join a Candle Shop for the 5 energy per job point perk. Want to breeze through Crimes 2.0 with more nerve? Join a pub to gain access to the nerve refill job special.

Ultimately, the "best job" comes down to what will enhance your style of play and is based on how you play the game. There is no one "right" way to play Torn. What matters to one person may not at all align with what you want to do. Once you figure out what your niche is, then look to find a company that enhances that play style.
