now added new members and booted 1 inactive..11 active members yet no option to enlist
The system gives you a clear message as to why you are unable to enlist. It is perhaps due to the roster being too weak compared to the roster that was involved in the last war. You will need to get the members average as close as possible to the old strength. If you add a bunch of level 10 players, you are bringing down the stats average of your faction.

Hi..it stated i need to get 10 active members
I get 10 active members
Button can't be clicked
It says very unclearly in the top something vague about roster being to weak. I don't know previous members strength so I'm left to deal with a vague message that wasn't communicated until after i did what Torn mechanics asked me to do, which was get 10 members.
