Why would you need to execute NPCs anyway? No real advantage to doing that.
Stops other players getting more hits in / less chances for other players to get the loot.

there is all kinds of stupid in the city water.. from hoarding old skool green eggs figuring they might be worth 50e, hoarding metal junk cause a smeltery for barbells or something is inevitable and ofcourse the usual selling a 100% skill weapon.
