I thought CE is hidden
It is. But people estimate it using the measure of equivalent arsons 1.0 as laid out in an old newspaper article (hence approximately). Torn.report or tornstats can collate and estimate for you using those community derived figures.
With 2.0 now in full swing this measure is slowly becoming obselete. Add to that the fact that nnb increases have a threshold AND an element of rng it's all conjecture until some clever nerd comes up with a new way to measure it.
