If you mean your ad budget is more than your profit then no it doesn't effect star growth
star growth is based on your companies revenue compared to the other ANs out there. also based on your company's overall income.
there are quite a few different company types that famously run in the negative to the point where the director will tax their employees or sell trains.

To add to what bogie said in the hyper competitive lower tier companies it’s common to lose money for a while with the idea that the valuation at the end will be worth it. For example if you can get 400m for a 10* an you have that much money to spend on getting it to 10*
In todays episode of a noob thinking a company is a get rich quick scheme.....
