Is there any way to set up a custom API permission that allows only certain log events to be seen? As far as I can see it’s either whole log or not.

Wrong forum, but no, it's either all logs or none.
I mean, you can modify the data collected from the API to only output certain data, and blacklist the rest
Don't think that is the issue - asking people to share a key that has access to ALL their logs vs asking them to share a key that has access to a certain log category is the main idea here. And that would be huge deal if implemented.
