Can items move to another category over time? For example, miscellaneous to artefact or collectible?

Not usually. But it has happened. Notably some boosters fell under medical items for a short time I believe
And for collecting sake, could a miscellaneous item become a collectible? Or are collectibles always labelled as collectible from the start?
Collectibles change to misc when there's more than 1,000 in circulation.
