No. Level holding is futile.
Get the merits and extra health.

- Not leveling means you're easier to bust from jail (so you'll get out quicker);
- There are ranked-war weapons with the bonus "Smurf", which increases in damage if you're at a lower level;
- you can lurk like a weirdo in new-player chat;
- very occasionally someone will see your low level, try to attack you without checking your stats and possibly lose when they weren't expecting to.
As both Fsh and Bovril mentioned, it may not be a good idea to hold levels, but it's advisable to aim for reaching level 15 to unlock the ability to fly. Once you've achieved that milestone, you can then decide which path or direction you'd like to pursue.
Ty all!
The only benefit I can see, is you can gym up your stats to a surprising degree comparative to any player equal to the same level.
I'm going to do it at level 25.
Also one day you will be overpoweringly tempted to level up and if you have waited long enough, you will jump all the way to one hundred. It will be quite the day.

itll probably take a few years of daily play to get to a point where level holding is worth it if youre deciding to level hold. (depending on the level youre holding at)
for not leveling up immediately, some people like to keep their battle stats rank close to their level rank so they dont become leveling targets, though ive seen plenty of people level up to 100 as fast as they can and they dont get attacked as much as youre made to believe.

They nerfed the new player chat lurkers. Now after 14 days of play time you get put into global regardless of level.
Or people wanna hold level for level ranking, definitely not me and you at level 69 lmao
I have never seen a level holder be effective at anything other than being an easy target for the enemy during wars.
Life is your 5th stat, very very literally.
Level up, always.

There is a point in keeping your battle stat rank and level rank in HOF somewhat close, people might use you as a leveling target if not... I wouldn't worry about it until lvl90+, but having a much higher level over battle stats is an indicator that people might target you. Other than that, there is not really any value to level holding.
This is why levelling up without the stats to back it up is bad.
Makes you a target for everyone else trying to level up.
Also, makes you a juicier target for chains.
