Is this all you need to do to create a new account? Go to settings on your current account, click close account to start the process then after 14 days, log in and confirm closure? Is there anything else?

The Account Closure page on the wiki goes into detail as to what steps must be taken. In summary:
Close account in your settings
Wait 14 full days
You're good to go
As a note, while the Wiki page doesn't explain it, you are NOT allowed to do the following:
You CAN however send any amount of money or value from your account to other friends or people, as long as they do not send you value back, on your new account. Anything they do send you, make sure you can show why, and how, you earned it, in case you trip flags and Staff feel the need to investigate.

- Mark someone as your referrer on the new account
