For time travel merit servers should be rerolled for more than 24 hours not just down

We had to setup mongoDB replication in Dublin which required a brief spell of downtime - we're orchestrating a move of our entire infrastructure to here from London next month because AWS Dublin has access to more modern hardware - primarily referring to Graviton3 processors which we expect will provide a significant performance boost.

All I understood from that was that downtime was 7 minutes long. Absolutely no clue what the rest of the stuff means.
