The game isn't allowing me to claim any bounties. I have started the attack via the claim button and defeated the target and then haven't gotten the prize for it. I have tried leavin, mugging and the other the hospitals thing and still haven't gotten the prize. In two instances after winning the fight Ilthe online option was the continue button.

You need to click Hospitalize after defeating the target. I am not seeing you doing that. You have only mugged your targets and left them on the street once.
