That's going to be up to you, start by making a thread in the attacking forum for it, make the thread nice and ask for positive reviews and upvotes on your thread from any clients.

You wouldn't. First learn the game, sell losses if you want, and only after some experience set up the agency, although there's already crowd on the market. Check the Attacking subforum.

Look for clients by making a thread in attacking forums and post in trade chat. Get the contracts done, ask them to review. After you get the initial clients, it's just a matter of getting more (advertising) and getting more sellers to fulfill the contracts (advertising/messaging) .
You'll need to setup prices as well. The higher you give your sellers, the more sellers will flock to you. Conversely, high prices will put off buyers. So you gotta balance it and see what works for you.
Also, beware the scammers. Get the payments before losses, and have a sensible refund policy to allay their fears. You're pretty new, and unproven in a way, so people will have trust issues. You should too. Scamming is legal in torn, and there have been many instances of loss agencies themselves being scammed

Doubt anyone would trust a green leaf with a loss agency (for some reason most replies seem to be about you selling losses individually). You need to recruit loss sellers and convince them that you can provide clientele, track their losses and money owed, collect money and not lose/misuse it, pay them accurately and efficiently, provide support for loss best practices and general new player support, and negotiate/communicate with clients on their behalf in the event of issues/misunderstandings/mistakes. If you can do all that, then you'll know how to set up a loss agency.
