Either find someone who agrees to marry you from a faction or newbie chat and propose with a ring.

or post in "personals" in the newspaper and hope someone finds you appealing enough to marry you.

In order to wed another player, you must have a ring and a witness and visit the church. Both intended spouses and the witness must be in Torn for the ceremony.
