i personally like the molotov cocktail. it lets them feel the burn for a few turns but heg and grenades do good damage also. smokes or tear gas for enemies whos harder to take down. depends on person and whats needed.

Negative sir.

HEG is 90 damage, 116 Acc
Nail Bomb is 99 damage, 106 Acc

If you miss either you probably lost the fight anyway, so Nail Bomb is clearly superior.

Molotov in the right company also brings Molotov up, not sure what base burning damage is though. (85/78) Effect: Opponent receives Severe Burning damage over 3 turns.
Gas Station10Blaze of GloryPassive50% bonus to Burning damage dealt
So all 3 are solid but HEG is instantly not in contention with Nail Bomb.

Depends on what you are doing. I like using pepper spray because my main stat is dex and they are cheap. So I can already dodge a lot, but I might miss. For a RW people will often tell you to use smoke because they last longer so your faction can stack them on the target. If you know a target has low dex, you might want to use a flashbang or tear gas instead. For low level defensive options, grenades and HEG are very useful.

HEG for damage, if you roll targets its eazy 1 hit keel when they come out of hosp with low life. Or if people attack you imediately punish them by taking a chunk of their life away (attack settings temp at 100%). $15k price tag

SMOKE for control, reduce their speed for few minutes, can return to fight to double temp opponent, or team up with assist. On defence it punishes the attacker with debuff which stacks. $100k price tag

Other temps are situational, built dependant or to expensive to be viable...

Flash grenade for rushing fights in offense, saves you med cooldown. Tear gas for mission targets or group attacks combos (offense/defense). Syringes for buffing and/or rolling boosters. Molotov for combo with other DOTs. And many fun/filler/niche temps xD
