The points money is better spent on xans for levelling and training.

Counterpoint: yes, if you don't have enough points to afford racing license and refills, prioritise refills. But, getting a racing license pre level 15 is great for your racing skil growth, as you are stuck in Torn and can't travel anyways, so why not get progress towards the various racing merits
