How much damage it does, how easy it hits and how much it is worth to other players.
is that benefit quantifiable?
damage and accuracy yes, you will see the numbers differ between items of the same type with different quality
how much its worth to others, unfortunately not, but higher quality tends to mean higher value

that cant be true, i see lower quality items with better base stats to higher quality ones
Are they the same weapon? The items have a range that they can be, with the higher quality meaning they are on the higher end of the range, but a low tier weapon with high quality will still have overall worse stats than a high tier weapon at low quality. You can also have some weapons that are high quality but most of it got pumped into damage instead of accuracy, so you may see another weapon with higher quality but lower damage, yet higher accuracy.

Example?
Just to clarify I said in the same item type, so for eg the following is possible:
Kitchen Knife 1: quality 20% damage 51.00 Acc 55.00
Kitchen Knife 2: quality 30% damage 50.00 Acc 60.00
Above you can see the damage of knife 1 is higher despite lower quality, but overall if you add dam & Acc together it is higher because of the quality
Quality doesn't affect both dam & acc by the same amount, it can be skewed
(Edit, the example isn't based on actual kitchen knifes, just to illustrate)

I'll give actual numbers here. Every weapon has a base stat for Damage and for Accuracy. For a DBK this is 60 damage and 62 accuracy. Both of these values can go up to +5 above the base, so up to 65 damage and 67 accuracy.
Quality is what % of that range the number actually is. So if it were 61 damage and 63 accuracy that's 20% above base in each, the quality would be 20%. But the damage and accuracy do not have to be at the same %. Each of them counts for 50% of a weapons overall quality. So you could have a DBK with 65 damage and 63 accuracy. The 100% in damage roll gives 50% quality, the 20% roll on accuracy gives 10% quality, overall this is a 60% quality weapon. So is a 63 damage 65 accuracy DBK, with each giving a 30%. So not all equal quality weapons are the same, they simply show what % of the maximum possible roll thr weapon got.
RW weapons just allow the weapons to roll more than +5 above the value, which is how they break 100% quality. You could pull a DBK with 60 damage and 72 accuracy and it would be 200% quality.
Armor is much simpler, Quality is just where it lands on the scale of base value to 5 above base value.

Yes, +5 is the number range on everything, it's just the base that's different
