Alright if you have a critical failure after achieving level 100 in a specific crime you go back to level 1.

Can I get your thought process behind why? It would seem to me that it would cause people to stop doing crimes once they hit 100 and it would stagnate the activity. Not to mention affect the potential for reaching the elusive PA OC's.

Logic on its fairly sound eventually we will run out of crimes to improve and we will be slogging on the best CE gain for what’s out there- almost 0 risk to the player like arsons were in crime 1.0. Think about it if you’re a level 100 for all crimes there’s no absolute risk like there is for training energy with drugs. It’ll prevent the mindless arson tapping everyone in a PH or higher was grinding through in 1.0.
