Someone with max merits in mugging mugs for 7.5% to 15% instead, requiring only 8M instead for absolute certainty.

This. This is entirely a faction chat thing.
Just have someone pull like 10-20mil out of their bank. If they are higher stats, have them use empty blood bags to drop their health as much as they can so the win is easier for you. You mug them, then return the money.

Yeah "to GET mugged" for 600k, I thought church-mouse merit= one dollar (just have $20 bucks on you)
