Yeah. In the last war factions used random factions to do S7 wars and tie down fighters there. I've heard of factions being hired to do raid wars on some faction as well. This makes it so there's no newbie protection, and rich newbs can be mugged

People do this all the time. No need to ask for your "friend".

Attacking forum is definitely your friend as megalomaniacal pointed out. But it should be noted that Mercenary services are not cheap, so you better have some cash set aside.
