I have a book called Smuggling for beginners, and I can't use it yet as not 15, what should I do with it or just wait till I'm 15 and can travel?

Yeah just wait till 15. I've got some books I know I won't use for a few years. ( energy drinks one + reuse the last book ) those you need a fair bit of money behind yourself before even contemplating using or it's just a waste.

This year we have tourisum day on September 27th.
Same month we have elimination from 5th - 19th.

also get a better faction perk like +10 travel cap
Bottom line is find this beautiful combo
- Rent a PI with Airstrip/own one (Base item 15)
- Large Suitcase (+4 so 19 base now)
- Find a faction with +10 items (29 item base)
- 10* cruiseliner/10* toy store/10* flower shop (+10 items/+10 plushies/+10 flowers per trip)
- Swap out the above with a 10* lingere store for free Business Class flights (much faster flights so more items overall)
- Make sure you do the book during world Tourism day (Doubled items per flight for 2-3 days or so.)
So quick math above is 39+10 from the book, doubled during tourism day is 88 items per flight.
In short, it takes a lot of work and honestly, better for you to just level up, get those work stats up so that you can get into one of the above stores/a good +10 item faction, and then crack the book when you are good and ready. No rush. I'm sitting on 10-15 books myself and only use 1-2 a year at most.

Just because you have a book doesn’t mean you need to use it immediately, some books you’ll want to hold onto for a few years until you have the revenue to cost effectively use it.
In this case; level 15, get into a faction with a high carry capacity, PI + airstrip rental, job with additional capacity, large suitcase & a travel event are ideal.
