Scamming is legal in Torn. You can’t do much to get your cash.

As Shoop said below, just provide some screenshots to prove that they did indeed scam you for your time and effort, and then move on. It is impossible to force someone to give you the money and scamming is legal in this game.
The best you can hope for is enough community outrage and bad press that the person flips their mind and gives you what they owe. But this is rare.

I recommend joining factions that have proven history. Will take you little bit time to choose a faction, however chance that you will be scammed will be drastically lessened.
Also, if you want revenge, you can always message new members of that faction, warn them one on one with proof, and watch her faction burn from within :)

Join a better faction mate, was there any pre-determined payment deal? Seems like she backed out after she realised she's going to have to pay you millions.
Probably didnt expect 100+ attacks. Thats usually the case for these scams. Lots of cache farms arent looking for good members, quite the opposite, for freeloaders that will artificially increase payout poll. More members = more caches , and less attacks made = more personal profit.

The 100 hits are impressive! Seriously you need to find better faction that actually appreciates your commitment. Leave and go find a legitimate faction instead, and preferably 1m+ respects.

Damn, it sucks for you but it is completely within the game rules to be an a$$. I'm sure some of the community will "take matters in their own hands" as they see fit, but no one is required to.

Unfortunately there isn't much you can do to get your money. Hope you have better luck with your next faction.
Has a faction problem, receives good advice about being selective and settling on a trusted faction this time around, turns around and joins another questionable one.
