Um. Don't think this is supposed to happen. Used wrong blood bag from TT quick items, tested it from normal inventory and same thing happened. Used item, added med cd, and created a log entry each time. Maxed my med cd oopsies. sorry this report is a mess i need sleep

That's not a bug. You are permitted to use blood bag (right or wrong) when you are already in hospital. The hospital time will get updated to the new bag's timer if it is higher than your original hospital time.

Can I just ask, when was this changed? It used to say something like "You cannot use this item right now." which prevented multiple use of the item.

That was never the case. You have always been permitted to use blood bags as long as you are in hospital for any non-radiation reason OR if you are not on full Life. You are perhaps misremembering the wrong bags being blocked when you are on full health and out of hospital.
