It’s on a monthly cycle and the same for everyone.

It runs on daily, weekly, and monthly cycles. So it bounces around a lot. If it's high tide for you all the time, you'll probably have to wait a couple weeks and it should be mostly low tide for you.

Wonder why it they don't have a full daily cycle that slowly shifts, so eventually everyone has a full low and high tide?
Probably to be more realistical
