What cars did you get? You need to get Class E cars you to be able to enlist them.
1st , go to points building and buy a racer license!

It looks like you didn't buy a racing license yet. As TriGuem said you'll need to buy one first in the points building.
Then you need to buy cars for Class E and enlist those cars in your garage. Then with those you can participate in the races.
