No, you can buy an infinite dollar amount of any stock. or there is a cap and nobody is rich enough to reach it, there have easily been 5T, maybe even 10T investments I would bet.

Buy as much as you like but there is a diminishing return for blocks of stocks.
The ROI of the Bank, especially with merits in it, is quite good. Go for shorter-term investments if you are rapidly growing your net worth.
Honestly, if you are level 13 you should focus on getting to level 15 and FLY.
