Increases the happiness levels, some other higher end properties like the private island have upgrades like an airstrip - so you can utilize flying for free, med bay to heal you faster.

Generally speaking it adds to the Happy the property gives you. Some of them for high end also give additional benefits which you can read about here. But it's not worth doing in any property except a PI. Any money you would spend upgrading a lesser property should just be spent trying to rent a PI
