If you want a spouse the Torn Paper's Personals (clicky) section would be a good place to start. Also assuming you haven't already I'd recommend finding a faction since they'll be the ones to help guide you through early days if you're ever stuck.
First off, congratulations for starting to read guides before just asking something in GD. If you haven't read it yet, baldrs guide for beginners should br treated as your Bible in torn early days
Your best bet for finding a spouse, is to find a good faction, one with 1m+ respect for perks, and that accepts new players, but still has several high level, 1000+ year old members as well, as they will help guide you a lot. Once in the faction, there will likely be others looking for a spouse to share a PI with.
As mentioned above, you can check newspaper personals, or chats as well.
