Wiki said You can take a out a loan from Duke, up to 20% of the money you have made from crimes.
If you haven't done much crimes your loan can't be very big which leads to a smaller number goal.
This is how some people reach the honor quickly like at 2m but others with more crime $ take longer like me not getting it until 25m. You're racing yourself, maxing out your loan vs earning crime money.
One of those best done early merits or I misunderstood it entirely.

I'm a newbie so just took out max from the start when I read about the merit
There are many threads about this merit that provide conflicting advice. All the different methods have only one thing in common:
You get the merit just after paying the fee.
It's mostly if not entirely random.
I got to borrowing 28m over 6 months before I stopped increasing the principal. Got the merit within a couple of weeks after
I think it based on how many payments you make. Cuz i kept increasing mine and I still got the merit
Maybe 4-7 fees paid?
I just got this merit after having (much earlier) done some reading up. I almost raised my limit when last fee came in, but thought I'd hold out for one more payment to see if I'd get the merit, and I did! So here's my info:
== Pre-understanding how merit works loans:
14:29:52 - 02/04/24 You increased your loan by $17,000 to a total of $17,000
01:28:30 - 21/04/24 You paid $500 of your loan fees decreasing them to $0
In between above dates, I was paying of the loans, and kept increasing the loan from 17K, to eventually 200K
== When I learned that increasing loan was probably resetting my progress towards the merit:
12:07:57 - 21/04/24 You increased your loan by $10,000 to a total of $200,000
06:50:02 - 06/07/24 Your loan fees increased by $5,000 to a total of $5,000
06:50:02 - 06/07/24 You were awarded the honor: Loan Shark
During this time ALL I did was pay off the $5,000 as it came in. I was worried 200K was too low, and almost bumped it up to 1M last time fees came in, but held out, and was lucky to do so!
So for me, from time I stopped upping my limit, it was ~75-76 days
Edit: Obviously conflicting info on increasing limits, vs. not etc. Can only say the above worked for me, and should roughly work for others too. Unsure what combo of increasing/paying off is the best though
