You forgot to mention it takes 8 hours to go back n forth to SA with a PI. Thats a lot of time for some average profit :(
No. But there are lot other ways to make money. I would advice you to read Kayla's guide to making money. As a beginner, You should focus on reaching level 15 where you get the ability to fly abroad. Flying abroad gives you the ability buy plushies and flowers which have a nice profit margin. Please read Baldr's basic advice which will help you play the beginning stage of the game effectively.

The op might also mean the faction drug armoury, which is just an unlock in the faction upgrade tree that allows drugs to be accessed at faction expense for its players, that are purchased from the item market.
(Just cos their faction is around 50k and might be discussing unlocking the drug armoury but calling it a drug lab by mistake)
