Is level holding permanent? If you hold, do you stay at that level forever or is it possible to move on to the next level at a later time?

That's why I said "effectively" lol, but yes your right its not really instant, you still go one by one

Not so much. You can only go up by 1 level at a time. So, if Frito level holds at 15, then in 3 months has enough experience to level up to 30 (as an easy example for this scenario), he'll need to level up 15 times to reach 30. It only takes a few seconds, really but, it's still not an instant 15-30 jump. ;-)
The level-up message will always show your very next level (in your case right now, Frito, it'll show level 13), regardless of what your 'true level' is (the highest level you have enough experience to reach).
